Problem Trying to Apply For OWP online

The instruction pages keep saying I can apply for an OWP online, but I don't see anywhere do that logged into my account? I try clicking the apply for "visitor/student/worker" button, but I just lead to the PR application.

How do you apply online?

You can't apply online unless you already have AIP, which comes at the end of the PR process. You have to include the paper app with the PR app.
