refusal for temporary resident visa

My husband has applied for trv in canada as my sister in law in living there. She is a permanent resident there but its 4th time our visa got rejected after fullfilling all the documents.. We got rejection under act 11 (a) of Irpa.. Everytime they give same reasons for refusal under section 179(b) . Please help me regarding this
