PR in Quebec or Move to Toronto

Hi Friends,

I am in a precarious condition at the moment , I work as a Data Scientist in Montreal since 2018 April .I moved here for the job after my Msc ( from SFU,BC) ,my work permit runs till 2021 Feb ,I have not applied for PR yet .
I wanted to know opinions about the two options that I have
1. Move out of QC and apply for Federal PR . I do have flexibility to work from home so I can move to Ottawa and continue to work from there but my lease runs till 2020 Sep ,so I have to break my lease to move out .

2 . I can apply for PEQ(?) and get a PR here in QC .I don't know French that well so that is going to be a mountain to climb :(

My doubts with these option are
1 . if I apply Federal PR and state that I will move out once my lease ends .Does it sound like a good plan
2. with the current state of Quebec immigration , is it possible to apply for PEQ and get PR quickly

Also in worst case scenario , if I don't get PR before 2021 Feb ,will I be able to extend my open work permit

1. No, by living in Quebec, you are diminishing your chances of getting approved by the visa officer for an Express Entry application and your chances will be 50-50 if you apply express entry from Quebec. So without waiting for the hopeless Quebec immigration system, you should break your lease, move to Ottawa, work from home & apply Express Entry asap. If you havent been reading the news lately about how botched Quebec's immigration system is, please go thru my posts in this forum.

2. Without being fluent in French, you will not get PEQ (your spouse shud also be fluent in French as per new rules), so assuming you get PEQ (applicants from certain countries are double checked for French fluency even if you submit French test results) , the waiting time at Federal stage is 2 years currently, by that time your work permit will expire and it will create more stress & complications. Without a CSQ, you will need to go thru LMIA work permit renewal process (a little bird told me that CAQ govt will soon make LMIA process include French fluency too)

TLDR;
Lease transfer/break your lease, move to Ottawa and work from home. Also get a letter from your Quebec employer that the employer is ok with you working from home from Ottawa because the very fact that you are working for a Quebec employer can raise concerns with the visa officer checking your EE application. So that letter will alleviate the visa officer's concerns.

Hi folks,
I got PR and moved to Edmonton Canada this month. Waiting for PR card. I wanted to know can we move to Montreal and settle straight away on PR or we need to get CSQ first ?

After PR, no need of csq.
Any particular reason for moving to Montreal?

@bis_86 follow this advice and you willl win years of your life waiting for Quebec immigration

I'm on closed WP for 2 years in Quebec. But after watching some threads I don't see smooth process for PR in Quebec.
(Of course no one wants to wait approx. 3 more years for PR)
If I stay in Ontario and WFH for my quebec employer then I'll be having Lease/Sublease transfer on my name in Ontario. And if I convince my employer to send me a letter stated he's fine if I WFH.
Would these enough to convince EE VO and apply in Express Entry CEC(with extra 50 points)?

You cant use the LMIA 50 points. Because it defeats the purpose. You are using LMIA points of a Quebec employer and then saying you wont stay in Quebec. Anyways by staying in Ontario with proofs you increase your chances of getting approved by the visa officer than staying in Quebec. Maybe more than 50%.

Thank you @ncat99 for your response. If I stay in Ontario still I won't be able to use LMIA 50 points? Of course employer is from Quebec but I have plan to leave quebec as I'll be in Ontario so can I claim 50 points?

I have received my Canada PR and yet to do the landing process.
My employer's registered office is in Toronto but my client location is in Montreal.
Can I enter Canada at Toronto and then travel to Montreal and work at the client office there?
Will there be any concerns around this?
