About Rural and Northern Immigration pilot program

I did my bachelors with major as Electrical Engineering i don't have a MBA but my work experience is 4 plus years into Technical Recruiter or I would say HR Recruiter.

Will this experience be of any use to get a job in Canada? Will there be enough openings for me in the pilot program?
