Background check has 2 parts... Canadian Background Checks and London V.

Canadian Background checks are done using your fingerprints taken during biometrics submission.

After that file is transferred to Londo VO and following checks are done;

Issue AOR-2
Verification of File Completion for SPouse visa category
Checking/verification of PA eligibility under spouse visa category
Send Pre-Arrival Services email after Eligibility is Passed
International Background check starts - You should see an ghost update on your GCKEY profile as "Profile Updated" when it starts and when it finishes.

After that, ECAS status changes to Decision Made.

Later, PPR

But my friends file is transferred and she has not received biometric letter yet

Hi All. i received AOR 2 from London on 11/4 stating they have received my wife's application and have started processing it. below is my timeline:

2/13 Application received in Sydney, NS
3/21 Acknowledgement of Receipt 1
3/22 Bio metric request
3/25 Sponsor approval
4/2 Medical request
4/9 Medical complete, pass
10/3 email stating file being transferred to London
11/4 email from London Office stating they have received the application and started processing
11/6 Pre arrival invitation email for services etc
11/8 CIC online site, status changed from "in process" to 'decision made"
11/8 GC ket site didn't show any updated besides the two letter attachments, AOR 2 and Pre arrival invitation.
11/13 GC key site says still 13 weeks to go, background and eligibility checks still in process.

not really sure whats going here but the CIC right hand isn't talking to the left. one site says decision made and the second says 13 weeks. should i be happy or concerned?

Your application processing is complete from LVO side. ECAS showing Decision Made confirms this.

In some cases people receive PPR email/letter in GCKey, a week after Decision Made on ECAS. But generally it is quicker. GCKey will be updated once you get PPR letter.
Keep checking your inbox/spam folder for PPR. Or wait another week and email London Office if you've not received PPR after Decision Made.

Even though it's within two days in most cases, it might take upto 2 weeks from Decision Made to PPR.

Keeping checking your GCKey and Inbox/Spam folder of email. If you don't receive PPR email in two weeks after your ECAS shows Decision Made, then email London Office and they will send your PPR again.

But don't worry, you'll get it soon. In very rare cases PPR is not actually received.

My friend with May submission date also got DM on ECAS on Nov 8th. He reached out to MP office and they reached out to Immigration office on his behalf.

They told him that once you see DM, the file then goes to Visa Issuing Department which sends out PPR in about 1-2 weeks time.

Rest assured, once you get pre-arrivals and DM on ECAS, your case is approved.

YOur ECAS profile will tell exact current status of your application. If your application is still processing for that long after pre-arrival, then your ECAS profile will still be in-process.

It means that your profile is going through detailed security clearance by security agency of canada and pakistan which can take anywhere from 6-12 months and CIC has no power on it.
