When can I apply for BOWP?

I have a valid work permit that expires on March 27 2020, I applied for PR under CEC and my AOR is Jan 4 2019, I'm still waiting for response. Exactly what day could I apply for BOWP? Thanks!

I don't think there is hard set rule by CIC on this. You can apply anytime during Nov 27, 2019 to March 26, 2020 and get BOWP. Processing time is 110+ days. Best to apply early in the period mentioned so you don't loose your status vs implied status.
You may not get government insurance on implied status.

Yes, there is a hard rule. No more than 4 months before your current permit expires. So basically, any time after Nov 27, up to and including the day of expiry (I would not recommend waiting until the last day, tho)
