I applied for PR+OWP this september.

I'm not sure if I can apply for a study visa at the same time?

You could try, but you may be denied as your purpose of visit would not be temporary.
Wouldn't the chance of them denying my visa be slim?

I'm scared.

For a study permit, you must be a temporary visitor to Canada for the purposes of studying.

You've applied for PR - IRCC will know that you are not a temporary visitor.

You can try to explain that you have dual intent - as in, if your PR is refused but your study permit granted, you will leave after you complete your studies - but you may find that you will be refused a study permit based on "purpose of visit"

Why would that be such a problem for CIC?

This will be my 4th study visa which means CIC successfully issued me a study visa three times without any question.

I'm just applying for the 4th on the top off PR+OWP application. I'm acknowledged that this action is deemed dual intent by your helpful comment.

I understand I have to leave Canada after my study visa expire which I can if they ask me to.

But isn't this what they all ask to everyone who applied for a temporary visa whether they applied for PR or not.

It sounds like I will have a harder time to get a study visa because I applied for PR.

Yes, because applying for PR is proof you do not intend to leave Canada.

I intend to live in Canada. Its just that I can't study at school without study visa until I get my full PR.

PR didn't have an option for open study permit, and they only offer open work permit. So, I have to apply for a study visa.

Wouldn't they understand this?
