My application was cancelled due to incomplete file. It says rejected due to IELTS score not matching NOC skill set A.

Can someone please help me by sharing the template for LOE?

LOE for what? Your application has been cancelled. You need to submit a new profile, get a new ITA, and apply again, with better language scores.

Yes, I received the ITA. So I want to explain them what happened in previous application as it was by mistake. I am basing my application on Canadian exp now with matching IELTS score. and will mention International experience in my work history. (the one which I by mistake put it as primary application and base my application)

There is no need for a LOE. Your application was cancelled as incomplete, there is no record of your first application.

I am sorry I am confirming again.

But CIC can refer the previous application as we have to put the file number if we have applied before.

So, I was thinking should I explain in LOE.

There is no need to provide LOE.
your first application and current application will have different file numbers.
