Father's Visit Visa

Applied for my father's visit visa back in April and unfortunately it got rejected on the basis of not returning home.
I met an immigration lawyer to discuss this and they told me that I need to pay them $1500 to find out the real cause of rejection and then go accordingly. It will take up to 6 weeks to find out this.
My question is that do they have special access to find out the cause or they are just pulling the gcms notes which literally costs $5?

They have no special access. You can get the same thing they can through GCMS.
