will reach to cutoff CRS means get ITA

hello
1-if Next Draw CRS score in EE system will be 463 and a applicant's CRS score is 465 so does it mean applicant definitely gets a ITA?

2-if numbers of draw show for example 3,900 does it mean just 3,900 applicants has CRS score equal or more than cutoff ? or no just 3,900 out of them(all reached to eligibility)has been elected ?

2. 3900 out of all candidates who have a score of more than cutoff score. To differentiate between whom to select and who is to wait, there is a tie breaker date and time.
