I am submitted my case as LOI to Manitoba in Nov 2018, my score based on system record was 559, during last years of Draw , I found several time which Skill workers overseas score was below 559, but I never received notification or LLA??? I send several email to Manitoba immigration office but there is not clear answer about this case.
I am trying as Skill worker overseas and my aunt as Manitoba citizen is our connection ans sponsor in this case?
would you please help me to find the best way to receive better result in this case.
i have never applied on express entry profile, shall I submit my case on CIC or express entry as well?

Expressions of Interest from Skilled Worker Overseas candidates have not been considered in draws unless they:
- have a close relative residing in Manitoba or past education or work experience in Manitoba, at least 6 months of recent experience in an occupation on Manitoba’s In-demand Occupations list, and a minimum language proficiency of CLB/NCLC 5 unless work experience is primarily in a regulated occupation (minimum CLB/NCLC 7) or a compulsory trade (CLB/NCLC 6); or
- were directly invited by the MPNP under a Strategic Recruitment Initiative; or
- have a valid Express Entry ID and job seeker validation code and at least 6 months of recent experience in an occupation on Manitoba’s In-demand Occupations list.
from your note, it shows you did not receive ITA because of the last point as you don't have an Express entry ID and job seeker code. You need to apply to express entry to have that.

I am.not so sure about this because I applied to MPNP and I received mi LAA, and I dont have an EE ID. I just have a close connection and the points they give for work experience-CLB-education.
It depends on the conditions during your draw. The conditions changes with draws. Considering he was not picked when the draws were within his score( last year and early this year), it most probably he didn’t get picked because of the third point.
It may be possible that your occupation is not in demand occupation list of manitoba

I have submitted by documents now waiting for nomination. My EE profile is expired. Should I make a new profile or wait for the nomination. Someone has advised me to wait for the nomination as after getting the nomination I will have to make profile again and click on provincial nomination to get 600 points?

Well if you are going to get nominations, Mpnp will ask for updated express entry details to send your nominations directly to IRCC. Therefore it’s better to open a new one and send the confirmation page to mpnp or upload it in your mpnp account. Don’t wait.
