There is no standard processing time for Restoration. It could take up to 4 months.

I would count on 2-4 months.

Just to clear that restoration does not have different processing time. It depends on your application, for example if you applied for restoring status to work permit , then work permit normal processing time will apply. I got after 40 days.

Restoration certainly does have different processing times. It is entirely dependent on the individual's situation.

My visa is expiring in October 27, 2019 and still waiting to get an ITA. My question is: can I apply for restoration of status before my visa expires? Someone advised me to apply before my visa expires.

You can only apply to restore your status after your visa has expired (not before). Someone advised you incorrectly.

If you want to remain in status, apply to change your status to visitor before your visa expires.

My study permit got expired and work permit refused, I am planning to apply for restoration and PGWP. How can I apply online both at a time ?

My PGWP refused on Sep 27 2019, after that I haven't applied again.
