hello
if institute or college's name exist in list of WES(both equivalent tools and after registration in their site) , this means that they surely give an credential(approved) to related degrees/certificates ?
or no just existing name of university/college/institute/school does not related to what will be evaluated ?

in free equivalent tools in WES also there are names of Higher education center in public administration
i asked to know whether : it assess for extra points in express entry system as "Two or more certificate " if applicant have 4 years bachelor degree.

That depends on your qualifications. If you have a Masters degree, use this tool to find out your evaluation but you MUST wait for the ECA report from WES to actually get those points.
If you have 2 bachelor's degree or a PG diploma after bachelor's, than you get points for TWO OR MORE DEGREES. Again you must wait for the ECA report.
This website evaluation tool is just to give you an idea and is not 100% accurate.

Try to email or call them with your request and see if they reply. Otherwise you will have to wait for ECA report to be sure of the evaluation.

if they answer , i'll ready to pay them 2 times more than assessing fees but i am not think go this way
