This is your first time? .....as i have already applied in non sds offline on 30 july and got correspondence on 12 aug and a refusal on 14th aug....after that i reapplied on 17th aug a online and got submission confirmation on same day but no updates after that

30th july both file submission and biometric update same day
Got biometric correspondence on 12th August and
Unfortunately, a refusal on 14th August

And other was one of these -
language ability/missing marksheets or academic profile .....the thing is language ability as i am having 5.5 in speaking and 6.5 overall in IELTS

As per my experience, till you get biometric correspondence, time is extremely variable. But after biometric correspondence, most people I know who received positive result got PPR within 2 days of Biometric correspondence. But some cases may be different also. It's totally upto whims of visa office. If you feel you can be refused, be ready with all the docs to apply on the same day when you get refusal. But hope for best :)

Thank you for your interest in studying in Canada. After careful review of your study permit application and supporting documentation, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds: • I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit. • I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your personal assets and financial status. • Your proposed studies are not reasonable in light of: your level of establishment, language abilities, financial ability and I am not satisfied you are a genuine student and that you will depart Canada at the end of your authorized stay.
Actual reason( I figured): I applied with TOEFL score instead of IELTS and I forgot to put scorecard in uploaded documents even though I mentioned in SOP. Also SOP was little bit casual. Did not provide undertaking from sponsors even though I provided the bank statements. Did not provide property docs. Did not provide loan/GIC.( Even though I had scholarship, GIC is preferred). Provided consolidated transcript but not semester wise.
Application 2: I was ready for rejection once I did not get PPR within 2 days of BC. I kept all docs ready. Provided Study Leave letter from employer, strong SOP, a financial statement in which I converted all my account totals into CAD and showed total finances in CAD, undertaking from sponsor. In mean time I had taken IELTS and obtained Band 8 ( In July itself). Attached all scoresheets along with semesterwise and 10th, 12th. One mistake I did this time also- I did not provide loan/GIC but I think because of my strong SOP and scholarship, VO considered my case.

Background:

Post graduation, I wanted to spend some time in the industry for practical experience. I joined XXX in 2014 where I worked on XXX and then I shifted to YYY in 2015. I have now spent 4 years working in the XXX team in YYY. YYY is , in recent times, going for large scale digitalization projects and new challenges are emerging in the network security front. In 2017, I was given the task to work on XXX project and on the network security team with other qualified personnel. There were new challenges like efficient designing and testing of complex networks and verifying the cyber security of those networks. However, here, I found my knowledge wanting and I was not able to contribute as I would have liked. It is then that I decided that I had to take the next step towards developing deeper knowledge and understanding of intelligent devices, network engineering and security by undergoing a masters program in this field.

Why Canada:

For my post graduation, I considered top universities of the world in different countries. But the one thing that stood out in Canadian universities is that there is a separate 'Master of Applied Sciences' course offered which allows me to gain in depth knowledge while working with my professor in the laboratory in addition to knowledge gained from the regular courses. Canadian universities are also considered among the top most in the world with great innovative, helpful and peaceful environment for learning.

Why University of XXX:

I understand that University of XXX is one of the most reputed universities in the world in the field of electrical and computer engineering with ongoing pioneering research in the fields of network security and cryptography. I also came to know that University of XXX is working in active collaboration with Ripple in the field of blockchain technology. During the course of my Masters at XXX university, I would be able to work under the guidance of eminent professors in these pioneering initiatives which would be a dream come true for me. Apart from this, at University of XXX, I would get to interact with and share experiences of students from all over the world and have access to world class cutting edge laboratories which would play in enabling role in expanding my view about the subject and the new frontiers that are likely to emerge and be conquered. With the enhanced knowledge, I hope I will be able to contribute further in upcoming projects at my company.

Post masters plan:

Post masters, I intend to return to my company and participate in more digital projects in which network engineering and security are key elements in implementation. I will also be able to contribute more in the network security aspect where I was lacking. As Government of India stresses on building a digital India, there will be a slew of XXX projects in which the knowledge I will have gained from my Masters course will be invaluable.

Regarding previous rejection and addressing concerns:

For attending the Fall semester at University of XXX, I had applied for my visa on 1st July, 2019. However, I was shocked when my application was rejected on 6th August. However I figured out that I might have erred in not submitting few essential documents which might have hindered my application. So I am addressing the concerns of respected visa officer below.

First reason given for previous rejection was about my intent to come back to India after the program. I have absolutely no intention to remain in Canada after the MaSc program as I intend to return to my current employer, YYY. I have attached the letter of sanction of study leave from my employer in this application. As per terms of this study leave, I have entered a bond with my employer YYY to come back and rejoin my company after the program.The sanction came on 29th July so I was not able to upload it in my last application. However, this time I have attached it. Apart from this, I have also attached property documents for the house and land owned by my parents in Gurugram, India.

Second reason given for rejection was financial status. I understand that in my last application, I did not submit me and my father's(who will finance my studies) tax returns and bank statements converted to CAD. However, this time I have uploaded two years returns as well as my last three months salary slip. From my 4 years in industry, I have savings of approx. 11 lakhs( CAD 20000), which I have transferred periodically to my father's account. Around 5.9 Lakhs is in my fathers' Kotak Mahindra Bank account, 3.1 lakhs as fixed deposit in Kotak Mahindra and 1.8 lakhs in Axis Bank account. I will use this fund of approx. CAD 20000 to sustain my living costs in Canada. I have also been offered scholarship to the tune of CAD 27500 for first year and CAD 25000 for second year which will suffice for whole of my tuition fees which is around CAD 22000 per year. Apart from this, my father, as retired employee of Government of India, earns pension to the tune of Rs. 5 lakh per year( CAD 10000)( pension certificate attached) for self sustenance apart from his own fixed deposits amounting to Rs. 21 lakh( 40,000CAD) (attached) for retirement fund. The statements of all the accounts and fixed deposit as well as tax returns is attached in financial proof section. I have also attached an undertaking from my father for sponsorship of living expenses for the program.

Third reason given for rejection was language proficiency. I underwent the IELTS exam on 21st July and I have an overall Band 8, including Band 7 in speaking, Band 7.5 in writing, Band 9 in listening and Band 8.5 in reading( score attached). Apart from this, my Toefl score is 117 and GRE score is 337( score attached). In my last application, I erroneously forgot to attach the TOEFL scoresheets which I sent by webform later, but those were not updated. I acknowledge my mistake on that front and hope these scores meet the eligibility requirements. Apart from this, my medium of instruction in high school as well as in university undergrad was English.

Clarification of past travel/visa stamps:

I have the Chinese visa stamp on my passport. My company XXX required me to travel to Beijing, China in February-March 2019 for inspection of factory tests on some equipment my company was about to purchase. My tickets were booked and the whole official trip was sponsored by my company. I traveled from India on 28 February 2019 and came back on 7 March 2019.


I have uploaded the required documents for the student permit and visa, which I hope are in order. I would like to thank you for giving your valuable time for processing of my visa application.

P.S. I think the part where you clarify your rejection is extremely important. If you clarify all the reasons in a definitive manner, VO is most likely to think you are a genuine person and approve your application. You can modify my SOP as per your course and university. All the best :)

Also, in my case, I did not clarify level of establishment because my previous degree is Bachelors in ECE. So I need to feel any need to provide it separately. However, if your bachelors is in different subject than your masters, you need to clarify that also.
