Can my outland app husband get medical and bio in Canada?

Can my husband who is still in the US and applied for PR OUTLAND, come to Canada and get his biometrics and medical done?
Is there anything special we need to do in order to do that or does it matter? ie. change address to Canadian address on website?

does he have a visa to enter Canada?

edit: sorry is he American? Then I think yes all you would have to do is make sure the medical is done from one of the authorized drs.

Medicals in Canada? Yes
Biometrics? Not possible within Canada

Biometrics can't be done in Canada (nowhere to do it yet) but medical can be done with any panel physician, so there's no reason he can't do it in Canada.
