I would rely on this estimate:



By November, December about 60-70% will have PPR in hands.

As well as this one:

57% of Jan 2019 AOR have PPR by now.

That's what estimates were like for January AOR (back in Jan 2019):



So by May about 40% had PPR, but consider the fact that PPR processing slowed down since last 6 months.

Today I saw - people with June AOR have started getting PPR request. I think maybe at the end of September - we all will get PPR request.
