If I decline an ITA, will I be reconsidered in the next round of invitations ?

I submitted my PCC late and it is hence taking late. I suspect it will not be done before my 60 day ITA period. If I withdraw my application and create a new profile, will it be considered in the next round ? Or, will I only be considered in the rounds after my original ITA deadline to submit ?

Wait for it.
On the last day, submit the proof that you applied for PCC but did not get it in time. It is a valid option. Take a look at the very bottom.

Declining will make you eligible for next draw, but why risk it.

From the link you've given : "In very rare cases, we may accept both a letter of explanation and proof that shows you made your best effort to get a police certificate on time.
You can upload this in the country-specific police certificate field of your document checklist. Examples of proof:

• a confirmation receipt
• a payment receipt
• a delivery notice
• a tracking number

An officer will review your application. If they’re not satisfied that you made your best effort, your application may be rejected for being incomplete."

I only got my PCC receipt around the 30 day mark. I'm not sure how considerate the officers are. If getting a reply to the ITA submission can take months, I will be losing out on draws while still waiting for a possible rejection.
