Medical Surveillance for Inactive TB

Hi all,
I received COPR (confirmation of permanent residence) this June with Condition to take medical surveillance code 2.02.
I also received the form IMM0535B for medical surveillance undertaking and inactive TB handout, asking me to wait for the Public Health Department of Quebec to contact me by mail within 30 days after my landing for the medical follow-up (for other provinces, people are required to call the Public Health directly within 30 days after landing).
But I will stay in Montreal for only 2 weeks after my first landing.
May I ask for your experience about:
1. Is it ok to fly back first if I can't receive the letter from Public Health during my soft landing?
2. Can I go through the Medical surveillance when I return to Canada 1 year later?
3. Do I need to inform CIC as well if I have to do the medical surveillance next time?
4. Will CIC issue the PR card before I complete medical surveillance?

Would contact public health when you arrive and explain you are doing a short landing and make arrangements to contact them when you return to settle permanently. Yes you will have to go through medical surveillance when you settle in the future. They will determine when the surveillance will end. You will still receive your PR cards.

Apart from contacting Public Health, do I need to call CIC as well that I have to fly back first? And I guess if I tell the immigration officer at the point of entry at the airport that it's a soft landing only, I won't get the PR card? Many thanks for your help!

There is no need to inform CIC. Soft landing is prettt common.

Sorry to bother you again. If I leave the country before completing the medical surveillance, will I be questioned by the immigration officer at the airport upon next arrival in Canada? What's your experience? Thanks so much!

Public health doesn't have access to the immigration records so public health could think you are in Canada and avoiding them that is why you should contact them.

If I ask my friend to mail the card to me, will immigration officer question me at the airport upon my next landing since officially speaking the government doesn't allow people to receive PR card for others? BTW, I'm in Skilled Worker program with Quebec. It seems Quebec may have stricter rules?

You can give your friend’s address for your PR card. I wouldn’t necessarily go into all of your plans unless you are asked for them but there is no problem doing a short landing. Perfectly fine to say you don’t have a permanent address yet so you will be using your friends address until then.
