Quebec Skilled Worker Federal Stage (After CSQ)

Dear forum fellows,

I am on the 22d month of my PR process and I just passed remedicals. I currently live in Gatineau-QC and have no intention to leave the province. I am currently in a minimum wage job out of my field - a survival job - but I was offered a job at UOttawa to start in September. If I apply for a new work permit for Ontario, would it jeopardize my PR process in Québec? Even though I will keep my residence here in Gatineau? I keep applying for jobs in Québec but my career is in science and government-related and all job postings in my field are in Ottawa. It is a very delicate situation. I don't know what to do. Who knows how much more I will have to still wait for the PR?

Don't forget that you signed the declaration of intention to reside in Quebec. If you have work permit from Ontario, do you have the right to leave in Quebec? You need to consult a lower or wait till you get your PR card. Risking 22 months of wait I don't know if it's worth. I know that is agonizing decision to make but you need to be sure. Call CIC for more information!

As long as Quebec reports its intake quotas yearly, Federal had to finish processing applications within 12 months (on average-%80).

  • There is a big governmental mistake here. If they let Quebec decide its own immigration quotas, there should have been a pre-condition. The pre-condition which prevents backlog files to pile up. Such as;
    • If Quebec decreases its intake quota, the files which are at the Federal stage should be considered first and not let new applicants get CSQs to balance backlog files.
    • Federal processing time must match with Quebec's yearly quota.
For ex.

- If Quebec has 20k quota per year Federal PR processing rate has to be 20k files yearly.
​
- If Quebec increases its quota to 30k per year, Federal has to increase its rate accordingly or not let Quebec to increase it.

- If Quebec wants to decrease its yearly quota to 10k, they need to balance it by giving less CSQs.
Because in this case people will know the processing duration and consider their chances even before applying for CSQ.​
It is passed 3 months and I saw the first 13, then 14 and now 15 months written under the remaining processing time.

Good argument but info here is not true. Total Nos of applications being processed in Federal can't match or is not obligated to the quota decided by QC. Plz don't mislead forum readers.

Yes, I am sorry if I gave misleading info. Those were just my ideas on how to melt down the backlog. Numbers were also imaginary.

You are right. There are no quota obligations for Quebec. But here is the thing;
  • If Quebec increases its intake quota, Federal should increase its processing rate. (It seems they did not do this in recent years)
  • Quebec should balance its quota, simply by giving less CSQs otherwise it causes applicants to wait more in Federal (IRCC) phase. And this way is fairer because at least this will give applicants a clear picture of the timeline before applying to Quebec (MIDI).

I'm in my 16th month of federal stage, to reduce my process time , is it possible for me to do medicals and pay RPRF upfront, Even before CIC could request me to do so ?

OK and thanks for the reply. Believe that Federal has every measure in increasing PPR Nos each year. some of the VISA applicants have got their PPRs in only 7 months. Some applicants with OCT 2018 AORs has now got visa from Federal. It took only one week (from submitting visa applications to visa in hand).

In summary, if any delays in the federal stage, it is mostly because federal are doing other things than processing QSW applications. Of course, QC gov. does has some impacts at this stage. I agree with u at this point.

Plz be kindly advised that in the beginning of 2019, there were more than 40000 QSWs waiting for PPR while QC allowed only 24000 landing applicants in 2019. Strongly believe that whatever Nos that QC gov wants, federal can meet that demand because many extra nos of applications in federal’s hand.

Getting early medical doesn't means that you application will be proceeded faster. You risk to re-do medical if the criminality and back ground check are not finished within 1 year. I did medical in January and I'm stuck on Background check, 21 months already today. Medicals and RPRF are relatively fast step to pass.
