Yes - you can appeal.

You can re-enter the pool again immediately. However you cannot at the same time both appeal and re-enter the pool / get ITA / reapply. You have to pick one or the other.

I don't think I understand your question.

An appeal is a request for IRCC to overturn the refusal of your application.

Entering the pool again is reapplying from scratch.
