I have license “Drain layer” ( Sewer installer ), which issued by city of Toronto, after I took exam and passed it.

Recently, I got refusal letter where officer did not counted points towards the license, therefore I went below cut-off score for the draw.

I don’t understand how is that possible.
I took exam for it, so it is regulatory trade. Why they did not count it?

For instance: in New Zealand and Australia this profession called “Drainer” and its in huge demand there for immigration. But in Canada I can’t even find NOC code for it, there is no such exists.

Any thoughts or ideas would be appreciated.
