No, a work permit of any sort is never guaranteed.

In your specific case, it's less likely since she's on a study permit herself, even if she is on probation at the moment. She's still a student because she could technically start studying in another college in the province.

Then the school will inform IRCC, and they will cancel her study permit. This will mean that she will no longer have valid status in Canada. You will have to apply for a change to visitor status for her, or she'll have to leave Canada.

Either way, once her study permit is cancelled and no longer valid, then you can apply for a OWP based on your status. It's still not guaranteed, of course.
