Im a chartered accountant and i have a batchelers degree.with more than 10 years experiance.im 34.
Am i eligible to get required marks to process canadian PR?

I checked and i got only 428.
When i have 1 degree and 2 prifessinal qualifications still marks are not enough.is that correct?

The problem for you, I think, is age. 450 seems to be the effective "pass mark" at the moment.
Try to improve your language scores, or learn a second language, if you dont already have French.
A few extra points here and there soon add up.
