The 2019 cit002 form is asking me to write down all my travel documents during my eligibility period. SO aside from passport, do I need to put my pr card?

Your PR card is more of a "status document" than a "travel document".
You can't use it to travel as an alternative to a passport or a "Refugee Travel Document".
