451-600 pool seems to be very high which is 5980. Is that normal or going up?

It has gone up significantly since the may 1 draw. and it has been increasing by about 400 more every draw after that. However, the catch here is that even if the total number of people is increasing , the cut-off is still going down from 470 - 465 - 462 meaning that the newer entries joining in that pool range (451-600) belong to the lower end of the spectrum probably 451-455 or something.
