Hey everyone!
I'm trying my hardest to apply for COPR but the forms I need (IMM5688 or IMM5292) aren't anywhere in that massive list of forms. Is there anywhere else I can find it? I've been everywhere in the Canada.ca website to try to find it but no luck.

Help me please!

It's not very clear what you are trying to do. You don't apply for a COPR. This is something that is issued to you after you have successfully applied for PR and been approved / accepted. Can you provide more information about what you're trying to do?

I was recently in trying to get my BC driver's license and the clerk told me i needed a huge form they print out saying that i've applied for my PR and it's still in processing. This form will allow me to get BC health and other government issued things too. She told me I had to go to Vancouver to collect this giant form that they print out for me.
 
A COPR is not the right thing to apply for. You don't get the COPR until you've actuall been approved for PR. This happens at the very end of the process - it's not something you can request now.

I have applied :) I wonder what the clerk was talking about then. So there's no form I can keep with me saying I've applied to PR and it's in the works so I can get a license or anything?
 
Again, HOW have you applied for PR. There are many different means of applying.

There is no such form for PR apps in process.

Whether you can get a BC DL depends on your current status.
