My Common-law partner and I received PR status in July of 2018. At the time of the application I included my minor children (my common-law partner is not the father) as non-accompanying as they were initially not going to move here with us. However, since receiving PR their biological father is no longer able to care for them or even see them due to a felony conviction related to the sexual abuse of a minor.

I now have sole legal custody of them and urgently need to move them to Canada. Is there a way to apply for some sort of temporary resident visa for them at the border so that I can register them for school and get them on MSP while we wait for the PR Sponsorship application to be processed?

What is their citizenship?

As Americans, they can enter as visitors. Whether you can enroll them in school while here as visitors is up to the individual school or school board. You will need to speak to schools about that. The problem with that is they are only able to stay for 6months as a visitor, and as a visitor they will not be eligible for MSP. This is why I am asking if there is a way to get a temporary permit for them at the border while the PR application is being processed. Current processing times appear to be 10 months.

You would need to apply to extend their visitor status. Read the MSP link I already posted; as PR applicants, they would be able to get coverage.
