Her children were born in Canada which is why they could come back. She has a job, home and her mother in Jamaica. She does have her money in the bank for her visa.
Until her PR status is resolved, there is no point in applying for any form of Temporary Resident Visa. It legally has to be denied.

She still may struggle to get a TRV because her ties to Canada are so strong. Her actual intention is to move to Canada so IRCC would be right.

Yes, I know that. We had already applied for the visitor visa per a immigration paralegal advice. So we have already been sent a letter in regards to that.

Her actual intention is to come for the birth of her grandson on a visitors visa. She has strong ties to Jamaica as well. If she was able to get her PRTD then of course she would love to stay for a longer period of time.

Just going by your reply. Would also get a new lawyer. This was a pretty basic mistake. What you think is strong ties isn't necessarily strong ties. If your mother gets PR she will stay proves they aren't strong ties. Just pointing out obstacles you will likely face.
