No reason why they couldn’t (except for the lack of financial common sense that goes with that decision). Then again, you haven’t actual got the job until you have the visa, do you!

I would be very cautious about this - they would have to declare it as employment income, and if you are earning employment income without being authorized to be employed in Canada, you may find yourself in trouble.
