Willing to relocate to Toronto with low CRS score

I want to get a software engineering job in Toronto. I've 3.8 years of professional experience (India) and B.Tech degree (Computer Science) and ECA has already been verified via WES.

I applied for IELTS two times last year but couldn't score higher than 7.5. My recent score is L - 7.5, R - 8, W - 7, S - 7 so overall 7.5.

I don't think I would be able to achieve higher score and not interested in doing masters (to boost CRS) so express entry is out of the question.

What are my options now to settle in Toronto and get a job offer?

Your most realistic option is to focus on applying for permanent residency and then to look for a job once you are a PR.

It's not realistic to think that you will find a job in Canada as a foreign worker.
