I mailed it with Canada Post from Toronto on May 8 with Canada Post - Registered Mail.
Application received in Ottawa May 9 - Signatory name SCI SCHLIEBNER

Hi, I have a question about use of a representative form.
I will be representing my parents. So, should they fill two separate "use of a representative form"?

Just one. Both of them will sign on page 2, section D. Signature of applicant and signature of spouse.

Do I need to send my mom photocopy of marriage certificate and put a check mark on the check list (supporting documents #6)

She is legally divorced

Wow mine was exactly the same method and signature and was received on April 26th and no ECAS yet, something seems broken on this reception system

If I check using my UCI, I can see both sponsorship and permanent residence applications received on May 9. If I use my Mom's, I can only see her application for permanent residence received on May 9.

you need to enter Sponsor info for E-case

Q4: Have you or if you are the principal applicant, any of your family members listed in your application for pr in canada ever;
d) .......been refused visitor visa ......

If sister (25 years) who was refused visitor visa last year, the answer to this question should be yes?

Do i need to get a certified copy from the Notary for PR card aswel ? Also my birthcertificate is from Pakistan should I get it notarized from Pakistan or I can do that in Canada ?

If you are representative you can provide your address for communication. Usually these days IRCC communicate with email if you have provided. You can provide your email for all communications.

PR Card does not need to be notarized. You can get your birth certificate notarized from Canada or Pakistan. You may need to get translated if it is not in English. If you have original birth certificate with you in Canada then better to get it done in Canada

I am filling out the application for just my parents and they dont have any dependents. Do i still need to provide the Additional Dependants/Declaration Form (IMM 0008DEP)?
Do not include the form IMM008DEP as it is not applicable to you.

For my parent's educational history, If they don't have certificates to proof their educational background should I still mention it? Here are some issues with being able to their educational history
- My parent don't have certificates from their high school, university , lost due to migration and due to carelessness when moving houses.
- My dad didn't get his degree after giving his exams right after due to civil war which was 6 yrs later from the time he finished his exams.
- My mom learned trade skills but never got a degree , e.g hair cutting and now she runs her own restaurant.
