You can reapply at any time. $1,000 is extremely little money. Typicallly you want to show a bank balance of at least $10,000.

My fiancée had nowhere near that much funds in her account and received a multi entry visa valid until one day before her passport expired.

OP needs to provide more details about their initial application for any advice on how to overcome objections. But they are free to reapply when they feel they can provide enough evidence to overcome them. Sometimes that means waiting until enough about their profile changes.
