I just got an email from immigration that my appeal dont need a hearing, that its closed already and i need to fill up the withdrawal form. I am just wondering is my father application will continue processing or its gonna be new application again as he is done already with his medical.

As discussed today, once the IAD has received your withdrawal of the appeal, the IAD will close your appeal file and send you and the CBSA confirmation that your appeal file is closed. As indicated in the letter from the Minister’s counsel from May 1, 2019, after the CBSA has been notified that your appeal file is closed, the CBSA will send your sponsorship file to the overseas visa office for continued processing.
Did someone from the IAD call you? Did you agree to withdraw your appeal? What are you trying to do about the sponsorship of your father?

You agreed to withdraw from your appeal. So they will not proceed to any process related to it and your application is close as refused.
His medical has no relevant at this point with that refused application. If you planned to apply again in 2019 or 2020, then you likely have to redo medical since result won't be valid for such long time.
You really need to provide a FULL explanation with all relevant information if you want accurate advice. No one here is psychic.
Why did you appeal? As I said in your other thread, you should have just requested it be re-opened. It sounds like IRCC has agreed to re-open the app and continue processing.
