There is no solution. His mother cannot live in Canada. All she can do is apply to visit temporarily as a tourist.

Apply for a super visa to allow for an extended visit but not to live in Canada

Either option require the sponsor to be a PR so you are looking at a number of years before applying plus the parent PR option is always oversubscribed as first in application process.
