What other letters have you received from IRCC? Since you only mentioned the "apology letter" now, what else happened on this file?

actually its my fault, i forgot about the refusal at the time of submission

The agency told me that they reapplied with an apology letter, and it will take 20 days to kwon the results

Apparently the "intimation" sentence appears in rejection letters from India. You may be okay, it may be a standard line. T

The best way to understand the reason of rejection is by ordering your gcms notes.
It takes 30 days, but in temporary residence case, you might get it in 20-25 days. After you get your notes you should apply again accordingly.

So the reason is the same, you missed telling them about your refusal.
here is the section for you.
16 (1) A person who makes an application must answer truthfully all questions put to them for the purpose of the examination and must produce a visa and all relevant evidence and documents that the officer reasonably requires.
