I am an athlete from Iran and I am used to race in many foreign countries! I have been lot of time in Europe. There was a race in Canada. And I wanted to participate but they denied me with the argument of IRPR,179(b)
Anyone knows, Why!!? What should I do?

2. Who will be paying for all your expenses?

3. Which countries in Europe did you participate in? Were those international events?

Yes I am international level rider, with good resume
I would pay for myself! ATM I am in Europe for 2month and paying myself, however I asked for Canada for 10days!!
Italy, Germany Czech Slovenia, Switzerland... All I did race there!

It's possible the visa officer believed that you may overstay your visit or else claim asylum.

If you want to have some chances for a TRV approval, you must NOT pay for your visit and airfare. That would make it seem like you are participating at a personal level.

If you are a national level athlete then you must include evidence that your government paid for you to participate in the Europe events too.

You would also need to demonstrate that you have strong reasons to return to Iran at the end of a short, genuine visit. For example, employment, property ownership, good financial situation, dependent family members, etc
