Question RE: App to sponsor form

Hi Everyone,

I have a question about the first question on the application to sponsor form. It says "If you are found ineligible to sponsor, indicate whether you want to: withdraw sponsorship application OR proceed with application for permanent residence"

We are a little confused by these two options and cannot seem to find clarity in the guides. Can anyone explain what these two options mean? Surely, if I am rejected, the application for the applicant to have PR will be rejected?

Choose withdraw. The other option is if people want to try for H&C.
