Ielts score of Reading 5.5

Hello Everyone,
I am a software developer with more than 10 years non stop experience, Bachelors/ Masters from UK in Computer Science, 3 years Work Experience in Etisalat, Dubai, and currently working in Canadian Based company. I was sick on test day and got my IELTS test recently with overall score of 7 which is on lower side.

8 in Reading
7 in Speaking
6.5 in Listening
5.5 in Writing

I am aware that it requires 6 minimum in all modules but as policies keeps on changing and still want to confirm if I can apply for Express Entry A category? with NOC 2173 and if yes then which province i can apply for?
