I'l like to ask what is the highest attainable score one can have in EE without PNP, Canadian work experience,LMIA, or any of those CRS-catapulting advantage?

You can use free degree equivalency tool at WES website to establish if your distance learning course is recognised by them or not. If it is recognised, you would get two or more degree equivalency, giving you those vital points to go over 440.
Ive tried that. Only Master's degree & Bachelor degree are in options. There is no option for PG Diplomas.

1. Federal Skilled Trades Program, Canadian Experience Class and Provincial Nominee Program are taking out major chunk from every round of invitations

2. 450&451 getting added since February 20th draw (which happened at 457) and the backlog is not yet cleared. So, the inflow of applications 450+ is higher including pending applications (450& 451)

3. People getting their IELTS result & pending ECA reports, hence new applications are added to pool with higher scores

4. 3350 Invitations (instead of 3900) is another main reason behind CRS above 450
Why are they not increasing the intakes? I thought this year it would be in 4000s..

In last year ~ the first few draws were only 2750 but this year was 3350-3900 and one b2b draw in January.

If they keep 3350 or slightly more until the end of year, it is still enough to meet their target.

Welcome to the deadly 449 league. We are in such a CRS score that we anticipate every draw to be ours. But CIC keeps fooling us. And the right month as well. :)

Cheers

Thanks Shan! Keeping my fingers crossed for the next draw. By reading the ROH threads and everyone's comments I guess it'll take a few more draws for the score to reach 449. But I really hope that it happens in the next one. What's the harm in hoping. :)

No harm in Hoping bruv. Remember the Quote " “Hope is a good thing, maybe the best of things, and no good thing ever dies". :)

Having said that, I feel next draw cut off would be 450. I'd happy to be wrong on this occasion..

Cheers

If WES has already evaluated your Engineering degree then you can just upgrade your existing evaluation to add the PG Diploma. You don't need to send your Engineering transcripts again.
