Please help me evaluate - I have received AINP Notification of Interest while I am on student visa in Toronto. I am at 424 CRS which should surely increase at the end of my masters - perhaps to 470+., so should I accept the AINP now, or wait for course completion?

When is your Masters finishing? If more than three months later, accept AINP.

Any policy can change anytime so we should try to optimize the current score instead of future.

This happens to me all the time. I think it's due to cache, you may change the browser and try!

Even I have been facing this issue - had to try multiple times before I could view my profile. What is the solution to this? clearing cache?

It totally depends on by when is your Masters getting completed. If your Masters is due by the end of this year (I'm just assuming), then you should opt-in AINP NOI now, because you'll get your PR by the time you complete your Masters program.

Just do your calculations and congratulations for your NOI. Good luck!

Actually, my question was more based on the following fear - while I am in Toronto as student, if I were to accept AINP., then would I have to come back to India to complete PR application (because of police clearances or any other process requirement). Also, since Alberta will see that I am in Ontario as student finishing only in May2020, wont they avoid giving me a PNP since it clearly looks like I wont make it to Alberta soon.
