Landing in Montreal with COPR and without CSQ

Hi,

I am in a situation right now and really need help from you guys. I have received my express entry PR visa and COPR. I intend to work in Ottawa, but wish to stay at my sister's place in Montreal for few weeks before moving there. I have already booked my flight for Feb 4th 2019 to Montreal. I currently do not have any Job offer in Canada. I also do not have the "Certificate selection Quebec" as I do not wish to settle in Quebec.

Can I land directly in Montreal in such case? Please help!!

Yes, you can "land" in Québec but you must ensure that your PR card delivery address is outside that province and convey to the CBSA officer, if questioned, that you are not intending to settle in Québec.

Could you clarify the 'address out of the province' significance please.. Is this specific to Québec only ?

I am a SINP nominee and plan to receive my PR card at my sister's address in Toronto as I will initially not have any address in SK till I sign a residential lease. Will this be a problem ?

Yes, that could be a problem, as the officer could think you don't actually intend to go to Saskatchewan. Give an address in Saskatchewan.

Are there any best practices... are you aware of what others do when they don't have anyone in the province they are going to settle in ?

You can say that you don't yet have an address there and that you will update your eCAS information as soon as possible?

I did not face any problems in the immigration. Entire process was done within 5 minutes. He just asked me my total asset value. He didn't even bother to ask where I intend to work. I didn't even have to fill up the PR address details. He gave me a link and asked me to fill it up online.

I would like to get your help please, I got Quebec immigration CSQ and COPR for Quebec, as per my information I must complete my immigration process at the Montreal airport but I bought a ticket from Pakistan International Airlines, which is going first from Karachi, Pakistan to Toronto and later I will take domestic airline Air Canada from Toronto to Montreal after 3 hours stay.

Now I am confused and do not know what to do? The traveling route I mention above, it will make any difference? According my ticket first port of entry will be Toronto and are they going to complete my documentation from Toronto?
I have Quebec nominee program and personally I want all documentation from Quebec, Montreal only.

Please guide me what step I must take? Your soonest reply will be appreciated, so I can fly to Canada soon.

Your landing will be done in Toronto. It makes zero difference whether you do it there or Montreal.

If you have a valid CSQ, you can land anywhere and provide either a Quebec or a Toronto address. If asked for an explanation, you can provide one.
