how long will it take for Oath?
Can i apply for Passport?
Oath takes around 2-3 months after test.
You can apply for Passport 2 business days after Oath ceremony and once you receive your Certificate.

Test Invite: January 31st 2019
Test Date: February 14th 2019
Decision Made on ECAS: February 15th 2019
Oath Invitation: February 22nd 2019
Oath Date: March 12th 2019

NB: The Oath letter specifies that the citizenship application was approved on Feb14th (interview date) which suggests that there is a strong correlation between 'Decision Made' appearing on ECAS and the application pretty much being at the finish line.

Thank you so much for sharing your timeline. It seemed that Scarborough is very slow, at least in your case. It took almost a year and a half. I used to know that some cases in Scarborough were finalized from AOR to COMPLETE in 7-8 months or even less a couple of years ago. I guess this is no longer the case. We just need to be more patient!
 
they will tell you right after the test - you pass or fail the test. There will be short interview after the test. Basically they will test your English language level.

My brother took the test yesterday 2/21 at 4:15pm and they didn't say anything if he passed or failed, so got me puzzled. If he wasn't informed, what is that mean? He had a short interview after that.

He has the right to know and I would be shocked if they intentionally kept the result secret. I'd say call CIC, the agents should be able to tell you since there was clearly an entry in the file.

Either they won't do oaths at Scarborough anymore or they will move to a new location in Scarborough. We were told the current location for oath ceremonies in Scarborough will not be operational.
I really hope this is the reason for the delay, I have been on DM since November 2018 and no oath invitation, my GCMS shows the officer note saying all checks been done, no further concerns, and my file is tagged ceremony ready. But still nothing I recieved, calling the call centre or contacting the MP is not resulting in any response ( most likely get it worse).
Anyone experiencing the same?
