Ive been working in a job for 13 years and my NOC is skilled B (research officer). If I get a job offer outside of my NOC scope i.e. in a hotel for instance (one which matches my degree, which is in tourism,) would that still be considered a valid job offer?

Yes - it would count as a job offer as long as the employer was able to provide an approved LMIA and the job was NOC A, B or 0 skill level.

Keep in mind that almost all hotel job offers are scams. Don't give anyone any money.
