Do all my brothers and sisters have to fill out these two forms? This is insane and super bothersome!

If they are your parents' dependents (under 22) then they have to.
It's immigration!! They need to know everyone about the person that is coming to Canada.

What if one of my siblings refused to give her personal history because she does not want to disclose her info to other government?

This is a very reasonable, and Canada should not force someone who’s not coming to Canada to provide his/her private info.

If I write a letter to CIC to explain this situation along with the application kit, will it get accepted?

If she doesn't want to immigrate, get a notarized declaration from her that she refuses to be a part of the app.
