PGP expression of interest brother-sister separate files

Hello everyone,
Me and my brother(both not married) are eligible for sponsoring my single mother for upcoming PGP application. Can we both submit two individual files for expression of interest? Since there are limited seats on first come first serve basis, we want to have The maximum chance of getting an invitation to apply( no luck in the past two years lottery system)
Or only one of us can do it?

Help on this confusion will be highly appreciated.
