I see that there is an $85 fee for biometrics that is listed in the fee table for spousal sponsorship. Just wanted to clarify if biometrics are required for everyone seeking permanent resisdence and where i could find the answer in regard to my spouse back home in Africa.

The regular fee is $1040 CAN for processing and RPRF. I'm just not sure if i should pay the $85 for biometrics or not. Any help would be appreciated.

Ok so if I understand correctly once i submit the application, they'll send a letter saying when and where to give the biometrics?

All i have to do is pay the fee right?

That was my experience! I paid the fee for my husband (applying from Zambia) at the beginning of the process. Then a week or so after we got AOR, we got a letter with biometrics collection instructions and a form to submit to the collection centre when the biometrics are submitted.

As for when and where, once you get the official biometrics collection request letter, you can go to any visa application centre to submit. Unfortunately they aren't operating in all countries at this time. My husband had to travel to South Africa to submit his. The list of locations is here and also lists available times (walk-in vs appointment etc): https://www.canada.ca/en/immigration-refugees-citizenship/campaigns/biometrics/where-to-give-biometrics.html

just wondering if you need to set an appointment before going to vac?
It depends on the VAC/biometric collection point. Some of them require an appointment and some are just walk-in. Check the list on this page: Where to give your fingerprints and photo (biometrics) - Canada.ca and in the fourth column (biometrics) it will tell you whether you need an appointment or can go as a walk-in. Regardless of if you need an appointment or not, you need to wait for the biometric collection instruction letter from IRCC.
