Mention the Canadian newspaper. this month will be change the family sponsorship program system. I want know Can family members sponsor it by change program system?

This article is misleading. I think the only major change is the update for "parent and grandparent sponsorship". And they have already announced the proposed change last August.
It was on a lottery system for 2 years prior. They are changing it back to first come first serve until they reach the quota.
A lot of people are waiting for the details of how to apply/submit interest to apply and believe this will be announced end of this month.

He most likely cannot sponsor you.

He can only sponsor you if ALL of the following is true:
- he has no wife
- he has no children
- both of his parents are deceased
- he has no other family members in Canada.
