Because you have an application in process. You are not a PR or citizen if you haven’t been approved and made your landing, hence the exclusion doesn’t apply. Until you actually become a PR or citizen, information can be shared.

nope, the education organization has a common data base for US and Canada but for PR, it is handles by seperate department, u might have to mention if u were ever rejected for f1 but other than that, no other info is shared
 
But you aren’t a permenent resident. You’re a foreign national applying to become a Permenent resident. Information can be shared.

I just checked the site because I am applying for PR, thought it was quite known but saw in another thread that people were arguing on this topic and on regards to what u've said, yes info is to be shared but only for student visas not for PR processes

No. You misunderstand. Until you are actually a "landed immigrant" or a "citizen", information sharing can, and will, take place, even for a PR application.

the database for student visa for both countries is the same, but not for PR and that is why I am stating this

There are lots of databases... Some are public knowledge but I bet there are many (security and criminality) that are not.
Assume that if there is something negative about you to find, they will find it.

ha ha, no nothing of that sort, record completely good, this is just because I had a chat with my friend who is worried about his PR status, and like I said, the department handling PR is different from department with student visa, quite sure of this

Even though these are two different visa categories (and the visa offices could be different).... it's still the same IRCC. So, access to the same processing/records database

man, that is precisely what I am saying, student info is separate databases than the ones having PR info
