soft landing and job changing

Dear team, have 2 questions and appreciate your help in advance:

1) I sent my e-APR in December, I think to change my job on February, I am outside Canada , so my question is should I inform CIC and the Province that`s nominated me? My job is in my home country .
2) If I do a soft landing and apply for PR card, can I give delivery address in different province ? I would like to land for 2-3 weeks,then fly back to home to arrange some things/
