Pakistani Spouse (Wife) sponsorship

I am a newcomer (FSWP) in Canada and currently searching for job. You guys could help me for providing some comprehensive information that how I can sponsor my wife in Pakistan? How long does it take? And I heard if you don't have job but having sufficient funds like (14K CAD) then you can even sponsor your wife as it is a basic human right. Kindly give me some useful information over this. Thanks a lot.
I am a Telecom engineer.

Expect 12 months. You are not required to be employed but must show you can support yourselves without welfare. Sponsoring is not a basic human right.
